Panel: Surveillance, Privacy, and the Future of Democracy in Africa
Background: In recent years, the rapid advancement of surveillance technologies has significantly impacted the landscape of privacy and democratic governance across Africa. Governments have increasingly adopted surveillance measures purportedly to enhance national security, combat crime, and manage public health crises. However, these measures often encroach on citizens’ privacy rights and civil liberties, raising concerns about the potential erosion of democratic principles.
The “Surveillance, Privacy, and the Future of Democracy in Africa” panel aims to explore the intricate balance between state surveillance and the protection of individual privacy within the context of African democracies. This discussion will address the legal, ethical, and social implications of surveillance, highlighting both the challenges and opportunities it presents for democratic governance.
Outcomes
Panelists will elucidate how surveillance technologies are currently being utilized across Africa and their effects on democratic processes and civil liberties.
The discussion will provide insights into the existing legal frameworks governing surveillance in various African countries and explore the need for stronger regulatory measures to protect privacy.
Experts will share best practices for ensuring that surveillance measures do not undermine democratic values, proposing actionable recommendations for policymakers.
The panel will emphasize the importance of public awareness and civic engagement in advocating for privacy rights and democratic accountability.

The session will consider the future trajectory of surveillance and privacy in Africa, identifying potential developments and their implications for democracy.
